Sweater will appear to have a slightly squared-off neckline

ASSEMBLY:  Sew shoulder seams.  Sew side seams, leaving 3 1/3 inches open at  each hem for slits.
COLLAR:  With right side facing, using F hook, attach yarn at neck seam and sc 100 stitches around neck.  Attach to beginning stitch with sl st.  Ch 1, do not turn.
Row 2:  Sc in each st around. Attach with sl st to beginning st. Ch 1.
Row 3:  Sc in front  loop only of each st around.  Do not attach.
Row 4 to end:  Sc around in a spiral, increasing evenly as needed for collar to lie flat or, if you prefer, to have a slight roll.   I increased every 5th stitch for one row and then followed it with  a non-increase row.  As the collar approached 1 1/2 inches in width, I increased less often.  You might want a wavy collar or a rolled collar.  More increases will give you a wavier collar.  When the collar was about 3 inches wide, I did the following:
Last Row:  *Sc in 3 st, ch 1, sk 1 sc*  Repeat between * and * to end. Fasten off.
FINISHING:  Cut lengths of yarn to  double the length you want as fringe.  Folding 3 strands in half, pull through the ch 1 spaces on the collar and bring ends through loop of fringe to make tassel.  Continue around until all ch 1 spaces have fringe.
